My friends at onOne Software have recently launched their own stand alone photo editing suite. It has many of their Perfect Photo Suite 5.5 tools, but are new and improved!

You can use the new FocalPoint to add a "tilt shift" effects to your pictures in post or the new version of PerfectPortrait to smooth skin smartly, by maintaining pore structure and eliminating roughness and blemishes of your portraits.

There's also Mask Pro, PhotoTune, PhotoFrame and PerfectResize in the Perfect Photo Suite 6 too!
